The short answer is no, neither one of these are a good choice for growing facial hair.
No, toothpaste is not good for hair growth and there is some talk that toothpaste can be used for hair removal. So, given that, I wouldn’t try it. The confusion might come from the fact that peppermint is in toothpaste and peppermint oil contains menthol which helps improve blood flow. Hair loss occurs due to starved blood flow to hair follicles.
Vaseline is not good for your facial hair and does not promote growth. It will only end up clogging your pores and causes other issues for you in the long run. Products with more natural ingredients will help stimulate growth, unclog pores, reduce split ends, amongst other things.
